Does anyone know a URL where I might
be able to find the SGML specification?

I googled the thing, but only found references
to it (so at least I know that one must exist,
somewhere ... :-), but not the spec itself

All I know at this stage is that it does, apparently,
make a quite a long and tiresome read ... :-)

SGML is an ISO standard, and ISO standards are not available for free;
you must buy them from ISO or your national standards body.

You don't really want to read ISO 8879. Instead, buy "The SGML
Handbook" by Charles F. Goldfarb; it contains the full text of the
standard (excluding the WebSGML appendices, but these are available
online) and a lot of useful commentary.
