I need to write a User's Manual for some small software with limited
distribution. I'm trying decide what format to create the document
in. I'm not trying to stir up heated debates but wonder if there is a
calm comparison between these three choices:

a) Docbook
b) Texinfo
c) LaTeX with/Memoir

I anticipate producing a PDF for distribution but I may also want html
pages.

How does one rationally decide between them? I have some experience
with LaTeX for math documents.

Following up on my own post, another requirement/desirement would be
multiple indices, for example subject and variable. I know that
Texinfo can do that and so can Memoir. Is it possible in Docbook also.

LaTeX and TeXinfo are for typesetting, at which they do a fine job.

DocBook is for describing and storing documents: it has nothing to do
with typesetting, but it is fairly easy to translate into HTML and LaTeX
or TeXinfo using a language like XSLT, so you get the benefits of both
worlds.
