I have some SGML-documents containing the
unquoted "<->". It is probably a mistake, and should
read "&lt;-&gt;" but maybe it isn't. Does "<->" have
a special meaning in SGML?

No.
I thought it might something that expands like a macro
or so. Instead it is a hyphen for signaling where a
word can be hyphenated if the line ends.
